This paper explores the relationship between Information Warfare (IW) and Public Affairs (PA) and reveals a direct link through the role of propaganda in each. A historical analysis of propaganda in past wars yields lessons which can be applied to formulating PA policy on IW today. In light of the evidence, three possible options emerge regarding the possible IW roles PA might adopt. Option One—a “Hands Off” policy—seeks to avoid any association with IW and represents the current PA approach. Option Two upholds the primacy of truth but acknowledges PA must take an active role in IW. Option Three suggests PA abandon its policy to tell the truth and actively en-gage in all IW activities, including disinformation. It is carried out in this document a methodological proposal for the execution using a protocol of the psychological autopsy technique applying social-behavioral and social-cognitive maps. This article initially shows a historic-conceptual review of the technique of psychological autopsy in order to locate its reaches, as well as for delimit its field of application and utilities. After that the article exposes some sociometrics behavioral basics. Finally the proposed methodological design is described. The design looks to be useful for the clarification work in suicide and criminal cases and can also help the police work and the configure of epidemiological data base. This study seeks to answer the question, “How can airpower help resolve time-induced tensions between political and military imperatives in the conduct of modern warfare?” To answer this question, the study begins by exploring time in the theory of war with an emphasis on time as a fourth dimension that provides a distinct perspective on warfare. With concepts gleaned from theory, this study analyzes the Arab-Israeli War of 1967, the Falklands War, and the Gulf War to determine the role airpower played in overcoming time conflicts and achieving political-military congruence. MAJOR GENERAL ARTEMAS WARD was born in Shrewsbury Nov. 26, 1727. He was the son of Col. Nahum & Martha (Howe) Ward. He graduated from Harvard in 1748. On Jan. 28, 1755, he was commissioned Captain of the First Company of militia of Shrewsbury and Major in the “3rd regiment of militia in the county of Middlesex and Worcester. . . whereof Abraham Williams, Esq. is Colonel.” Early in 1758 he was commissioned Major in the regiment of Col. Wm. Williams, raised “for the general invasion of Canada,” and took part in Abercrombie’s Ticonderoga campaign, being promoted to Lieut. Col. on July 3, 1758. On July 1, 1762 he became Colonel of the Third Regiment of militia of Middlesex and Worcester counties, continuing in its command until 1766. The first issue of the Kamehameha Journal of Education was published in January 1990 to share ideas, strategies, and research about the education of Hawaii's children. The Journal grew from 1,000 copies to 3,500 copies per issue over a period of six years. Hana Hou is a collection of articles from all twelve issues that represents the breadth of topics the Journal explored. We saw this journal as a chance to improve education and bring important information, strategies, views, and data to educators. We saw it as a vehicle for change: a chance to inform the education of Hawaii's children through research, successful practice, and curriculum and instruction that was relevant, interesting, and meaningful for students. Interagency Fratricide: Policy Failures in the Persian Gulf and Bosnia provides a comprehensive analysis of the factors that affected both interagency processes and policy outcomes during the Persian Gulf War (1990–91) and the early stages of the Bosnia crisis (1993–95). Going one-on-one with members of Washington’s policy elite who were involved directly in these two cases, the author demonstrates that the US government’s approach to termination policy proved fragmented and personality driven. She systematically presents evidence to support the study’s conclusion, revealing that the nature of the gap between diplomats and war fighters will consistently produce policies that bring about cease-fire in the form of war termination, but fail to address the underlying causes and conditions that generated conflict (and, potentially, war). These issues must be resolved if the US government hopes to improve the social and political conditions of those embroiled in conflict while at the same time bolstering a security posture favorable to US interests in the aftermath of intervention. This short technical paper advocates a bootstrapping algorithm from which we can form a statistically reliable opinion based on limited clinically observed data, regarding whether an osteo-hyperplasia could actually be a case of Ewing’s osteosarcoma. The basic premise underlying our methodology is that a primary bone tumour, if it is indeed Ewing’s osteosarcoma, cannot increase in volume beyond some critical limit without showing metastasis. We propose a statistical method to extrapolate such critical limit to primary tumour volume. Our model does not involve any physiological variables but rather is entirely based on time series observations of increase in primary tumour volume from the point of initial detection to the actual detection of metastases....
